It is most likely patizans. Going off of the wikipedia map (it gets updated frequently but may not be 100% accurate) the Ukrainian army isn't that close to Kherson yet. But if you have a resistance movement in the area they will have either a) heard of the launch of the counter-offensive and be attacking of their own accord b) will have been in contact with the Ukrainian army to coordinate their movements.

I know it's partisans, I just wanted to say that they fight in the middle of Kherson and not only some outskirts of it. And I guess Russian soldiers won't like to hear how Ukraine's soldiers come slowly from one side while the direction they would have to flee to is already fighting as well even if "only" against partisans. At least my morale wouldn't be pushed from that^^
