It signifies a Japanese "spin" on the role playing genre... Because prior to that most RPG's had Japanese underpinnings... That is, until PC RPG's started to get ported to console... So developers started to coin the term to highlight a difference.

But I definitely remember the term being thrown around in the SNES and PS1 era, it was just far less common.
