Germany made themselves too dependent of Russia in an attempt to pacify Putin, now they're scrambling to get their energy back on track after they shut down nuclear. The reason for Germany is probably because they are now so dependent on coal power that, while coal is rather easy to get from other regions, it will take time to make the deals and deliver the goods that Germany wouldn't have if the sanction would come into action immediately.

Seriously, the "Energiewende" can't come fast enough for them, and now they also have a real incentive and urgency to push it through double speed. This, coupled with a new rise of nuclear power in some other countries like France, the UK and Finland would certainly help making Europe much more energy independent when it's finally done and thus Russia's fossil fuels much less interesting, but when will that be finally the case?

It will buy a bit of time for Germany and Russia, but in the end it will be another financial loss for Russia to the pile. And with coal being relatively easy to procure from other regions, there's not much incentive to go buy Russian coal afterwards, so at least it's a loss that will certainly stick.
