Interesting premise on ranking how powerful a President could have been. I'll just throw out my top 6 presidents (not based on potential power) in no particular order:
George Washington
Abraham Lincoln
Theodore Roosevelt
Dwight D. Eisenhower
Franklin D. Roosevelt
Harry S. Truman

Big shout out to the worst US president in history, Woodrow Wilson.
