The problem with what Biden said, I think, is that Russia can use it as propaganda and Putin can use it to justify further securing his position. Essentially it has potential to make Putin stronger, so while it's nice to hear Biden say stuff like that, it might actually be detrimental.

Certainly, but I'm sure even a tyrant will be more happy to use some excuses than others - and not just because of personal preference.
