Thing is though, Russia can use anything and everything that the West has done since the start of the invasion as propaganda - from Biden’s words to sanctions to sporting suspensions.

They can and will use just about anything as propaganda, both in and outside of Russia. They're masters of that shit, it's not like this speech by Biden makes any difference. 

True, but we don't need to make it any easier for them. It's one thing when it's just Putin making claims, it's another when it can be backed by actual comments made by the leader of the supposed enemy. Additionally, Biden's remark hardly benefits anyone, beyond raising spirits - but I don't think spirits are an issue anyway at the moment.

Ok yes, Nato was bombing Libyan in that conflict but Cameron wasn’t sending troops in to overthrow Gaddafi and ultimately Gaddafi was taken out by the rebels.

I don't mean to imply there's any actions here either. But comparing Putin to Gaddafi doesn't seem like a suitable comparison to me.

That's definitely an issue. This outcome gives ammo for propaganda to Russia, while weakening the statement elsewhere.
