Well, that's not really the case though. First they serve 12-18 months, then move into reserve, and get recalled during mobilization when that happens (i.e. for war). They get proper training, and although they've been in reserve not doing military things for some time, they definitely don't start at zero either. It's the same thing here in Finland, except it's 6-12 months here so it's even less.
