Every country has a minority neo-nazi population. 

If people are so worried about them then surely in 2022 there are at least 10 better ways to deal with the problem then invade a country.

Putin doesn't even believe that, he just knows he has a better chance at manipulating his own population by accusing the Ukrainians of being Nazis. Putin just wants Russia to be restored to a great power like USSR and wants to be known like Catherine the Great, but his actions make him look more like Ivan the Terrible.
