48 tracks pulled from past games does suggest that the next mainline Mario Kart is going to be a major reimagining of the series on a fundamental level. The old model of 16 new tracks and 16 redone retro tracks is being replaced with something new that Nintendo hopes will prevent fans from complaining when MK9 finally comes out and has a fraction of the nearly 100 tracks MK8 Deluxe will have when all is said and done. At this point I would expect it to not have any retro tracks in the base game, and for there to be changes to the gameplay that go far beyond the gliding, underwater, and anti-gravity sections of the last few games.

After the 48 DLC tracks come out MK8D will basically be the Smash Ultimate of Mario Karts, so yeah expect changes and the franchise is due for a change anyway. I think the most obvious change, and what has already been rumored, is effectively turning it more into a Nintendo Kart. MK8 already went this way a little bit with a few non-Mario characters and tracks, but I expect MK9 will fully embrace this: a bunch of characters, courses, and weapons from other Nintendo series.

I bet it'll still have the same sort of favorite MK tracks like rainbow road and stuff, but a lot more variety by bringing in a bunch of other franchises. Maybe it'll be like 16 new Mario tracks and 16 other game tracks or something, or well hopefully it'll be 48 total as that's the norm now, so maybe 16 old tracks as well. There's plenty of track themes to choose from: Zelda, Metroid, AC, Splatoon, Fzero, Star Fox, Pikmin, Pokemon, etc.
