I'm pretty certain there are millions, if not tens of millions, of people that bought that game multiple times across different devices. If it literally only released on the 360, then at the very least it would have lost all those redundant sales. Plus it would have lost sales from people that only wanted to play current gen games and wouldn't have bought it had it not been enhanced for One/PS4/PC.
