I think the best 3d games on GBA were Asterix and Obelix XXL and some ports of games like Driver and crazy taxy
Dunno if trying to make things like the video you showed of the Tomb Raider port would have been to darn complicated at the time for developers, or if there are more hardware complications/limitations to take in consideration for not reaching that level of technical sophistication
