Money is not a defining farctor for quality, is a big contributor but not the only one. Just look at nintendo as they spend the least out of any dev and make some of the best games each gen. Look at ninja theory with hellblade wich gave ther big publishers a run for their money back when it launch. Kenna just recently. Only thing a big budget will help with is that a 1000 dev team will have a better chance at impressing people than a 50 dev team. That small team can still kick some ass given the time and if they have the passion for the ip like they did for hellbalde. And on the other side you can spen all the money you want and switch teams and add devs and delay the product all you want and still have a crackdown on your hands. Money was not the issue there. just like avengers. I would say the issue with avengers was the service route they went. They could have made a simple story game and coast of the name recognition but they decided to go the service rout and cut all the content so they can drip feed you to keep you hoocked and paying. Just like MS is doing to halo.
