I thought it's also available for XBOX consoles and steam. 

Until last gen, this would have practically meant that it's a Playstation exclusive in Japan because neither the PC or the Xbox were selling over there.

But by now, both have picked up steam (the reason why the PC is getting more and more attractive in Japan is mostly because the CERO ratings only apply to consoles, so games can effectively be uncensored on PC compared to their console counterparts. Covid home office just further added some fuel to that fire), so it's not really that exclusive anymore.
