The vast majority of Olympics haven't been profitable because they went way over budget. Any easy fix to increase revenue for at least the summer games is to have it last longer there are more then enough events now that they can spread them out over more days and have it last at least three weeks instead of cramming them all in in just a little over two weeks. That would increase the chance of having more overall visitors and having more events at or near full capacity.
