So I've decided to give this another try in v1.23 assuming, or, rather, hoping most of the bugs are now ironed out. Played about 16 hours of the game so far.

And, well, it feels to me... like a Ubisoft game? You know, like a Far Cry or an Assassin's Creed? I don't know how else to explain. It's an open-world game with a lot of generic quests and locations, and level scaling in weaponry and clothing. The main storyline has some cool moments, so you are more or less inclined to keep going along with it.

AI is still dumb as hell, though. I know pedestrians and vehicles will always have immersion-breaking behavior in open-world games to some extent but I expected at least a match to Rockstar's recent games, however that was clearly beyond CDPR's budget.

So yeah. It's neither shit nor game of the year material. Just an open-world thing that exists in between like your next Assassin's Creed or Far Cry game.
