I think 40 minutes is the perfect amount of time. The 2017 E3 was good but it was way too short at just under 30 minutes. E3 2018 and E3 2019 were about 42 minutes, and while E3 2018 was too long in the tooth it was because Smash was a spotlight game (which hopefully there isn't a game given that much of the splotlight for this E3). E3 2019 was an amazing direct and showed a lot of cool games and was 42 minutes or so.
It's all about the content at the end of the day and how it's presented, though.
