Even if you consider that a few SIE studios have multiple teams, 25 internal projects seems like a lot, and if they aren't including partnerships, it does seem like Sony is keeping a few acquisition(s) under wraps. 

I think that this is a misunderstanding. I believe that Sony counts this game as a Playstation Studios game. It has the Playstation Studios label in the trailer, as did Destruction All-Stars. Games like Kena: Bridge of Spirits do not, so I don't believe that game will count towards the total. In other words, it is not 25 games all by first party studios.
