The use of the PS2 to judge the likelihood of the number of PS4 or other later consoles meeting a 10 mill sales threshold is a poor choice. historical context is important because just like the world industry doesn't remain stagnant and the sales of individual games inclusive of whether or not they meet the arbitrary threshold of 10 million aren't locked into some unalterable pattern that's tied to the total number of games sold.
What we do know is sales for the top selling titles have grown on PS4 1st party sales especially and those games when compared to PS3 games sitting at or near a similar ladder position have quite often sales 2 or 3 times the level and in some case more and that is a far better indicator of what direction any data not included would go.
