3DS isn't 2-3 times stronger than it is now, so this hypothetical is pointless.

And Xenoblade 3D isn't a cheaply made port, its a conversion by Monster Games, who are a capable studio who specialize in ports and who even co-developed Tropical Freeze, overseen by Nintendo themselves. No evidence it's a poorly done conversion, it's just limited by the hardware.

Your information is also incorrect, 3DS has a GPU from 2005/2006 and a CPU from a 2002-2005 series, not 2009 architecture.

Xenoblade is much more bigger and complicated compared to Tropical Freeze. Nintendo let Monolith made Project X Zone 1&2 for 3ds, why not Xenoblade 3D too? The result could be much better.

Bold: Anyone can edit the information on wiki, unless you have a better source than mine, you didn't prove anything.

Xenoblade isn't a technically complicated game, and the studio has experience and proven competence.

The info on the Wikipedia articles is linked to offsite sources. Do you have any source at all for your claim it's 2009 architecture?

No offense man but you're just in denial at this point.
