Well I think that's debatable. Sony very clearly doesn't do episodic games. If you're going to make the point that culture dictates that Sony aren't as willing to allow Kojima to retain IP rights, then the argument works for not willing to do episodic gaming either.

Siren, another horror game released episodically, clearly didn't inspire confidence in the model. We haven't really seen Sony pursue it since. Likewise, the newest Life is Strange is completely abandoning episodic releases, which leaves very few, if any, games doing this release format.

As for cloud infrastructure: I think PS's lack of ability to push it (or inability depending on how you look at it), speaks for itself. Sony aren't going to try get the infrastructure for a single game, unless it's their own studios pushing for it.

Naw, episodic games isn't the same as keeping an IP.  Even this article shows Sony isn't against such a model, the only reason you do not see Sony actually doing it yet is because they do not have any games in their pipeline designed for it yet.
