Dedicate most of your points (while it is reasonable) on passive skills like stamina, blood level, amount of blood suck while for active you upgrade your autophagy (healing). The main thing you will level is your weapon, for me the best choice was the 2 handed weapon that have good stun properties (so you can in few hits stun enemies and either suck then for recover of blood and immunity time or to make bosses easier if you stun wait for recover and restun. I didn`t need to use any healing item or gun in the game at all.

Thanks; I'll be playing on Switch so achievements aren't a factor, how do I get levels and improve my skills without feeding on civilians?

Your normal play (defeating enemies, bosses) already give you levels (enough to upgrade the critical skills). Imho since the game scales the level of enemies and bosses with the civilians you feed upon (at least from what I read, since I finished the game about lvl 26-28 and last boss was 30-32, while some others were level 50 and boss also lvl 50). While a lot of the skills may not be needed by the way you play then you leveling with civilians may even make you increase the level of bosses and make it a little harder since the skills you have learnt won`t be useful.

The best way to increase level from how I played is doing all the side quests and civilian conversations, and that I think don`t affect the level of enemies.
