Actually you only get the choice to set the play style (time/stock...etc) if you lose the match. Sometimes I'll deliberately lose the first match I play when I join a game so I can mess with the settings (turn of %'s and the like).
The game also has a tendency to not use your pick for items/stage when you're winning. I've won 12-13 Brawls in a row before and never gotten my stage picked once.
