I'd argue that a lot of illegal immigration is like that. You wouldn't risk life and limb unless you were already risking life and limb anyways. Plus there are a lot of forms of illegal immigration. Hell in the US, most people from Mexico come legally and then just overstay their visas. That's illegal immigration but with much less risk involved.
