I don't dispute amount of hard work that went into it, the potential of the developers or the sales of this game.  What they needed was some leadership at the top to say - actually its not ready, lets either pull it from last gen completely or fix it then release it".  Sadly did neither and instead, took the option of get it reviewed on latest gen/pc and hid the old gen letting down consumers.  Latest Metacritic scores for PS4/XBOX1 show the game for what it currently is - a 50's ish / 100 score.

You're overestimating how many people care about graphics, framerate, and even bugs. Cyberpunk is at 5th place on Xbox One's most played games list right now in spite of the controversy, beating popular multiplayer games like Apex Legends, Rainbow Six Siege, and Destiny 2, as well as Minecraft and Roblox. Would sales have been affected if they had been honest about their console version issues? Probably, but I'd guess that maybe only 10-20% of the preorder people on console would have cancelled their preorder over it. Most people were just too hyped for this game to care. It's the same reason why Fallout 76 had tons of players on release in spite of the controversy it faced, with a similar outage mob giving it bad user reviews and such, but ranking highly on the Xbox most played games list for weeks after release. People love developers like Bethesda and CD Projekt too much to care. I know I'm enjoying the hell out of Cyberpunk on my Xbox Series X, the bugs I've encountered are minor enough that they aren't affecting my enjoyment. 

Does this includes Xbox One X? If yes then it makes sense as the game seem to be ok to play on One X despite the bugs, which of course will vary from person to person.
