Well, the criticism started with the state of base PS4 and XOne versions of the game. And the way CDPR hid those versions as long as possible. Which is in my opinion a valid criticism. But trashing other versions of the game is definitely an exaggeration. While there are bugs and dips, it is nothing we haven't seen before from western developers in big, loved games like Skyrim and Witcher 3.

First gameplay reveal was in 2018. The mid-gen upgrades for PS4 and Xbox One were both out by then, and the gameplay shown was far and away some of the most technically demanding we'd ever seen. This was always a game being targeted at high-end hardware, mainly PC, and there was no good reason to even expect a current-gen release. Anyone that took that risk with base systems, at least gets a free next-gen upgrade.

The game was announced over 8 years ago and say Xbox One and PS4 on the cover. You play them in BC using X1 and PS4 code on the new systems...

Who are you trying to kid?

Look, the game is great, I preordered it and am loving it too but people pretending that the game announced in May 2012 shouldn't run at least at a decent level on last gen hardware that was likely target spec for most of development are full of it and need to realise, along with the obvious hiding of last gen gameplay, this is some shady, almost EA tier bullshit.
