There is a choice of which mode to play with, but there isn't a choice in the fact developers spent their time on crappy mode that barely works.
Time that could have been spent better optimizing the modes that are plausible to play on this hardware, or improving the game in other ways.
So it's not just a choice that doesn't affect people playing other modes, there is opportunity cost in dev time being spent inefficiently on this crap.
