Yep, the Series S plays all Xbox One content like a base Xbox One. Any 60 fps modes exclusive to One X are not going to be on the Series S.

A few things though.

Some games will be patched to improve resolution and boost performance to 60 fps. We are already seeing that with various titles even when relying on BC. I do believe MS can do this simply with approval from the publisher and assuming boosting the frame rate doesn't break the game.

Dark Souls 3 never had a 60 fps patch for Xbox One X. Its 900p/30 fps regardless which Xbox hardware you use. So MAYBE a simple patch could fix that game.

All OG Xbox content is 1440p. While select 360 titles achieve 1440p.

So its wait and see. Hopefully MS will make an effort to improve many games for Series S specs.

Im pretty sure ds3 had a patch, it was used several times by digital foundry to make tests and they even already have a video of it running locked at 60fps now using performance mode. The same goes for sekiro.

I believe yes microsoft will work on it but it should be something available since the begginning, or at least make the plan clear. And I always wonder if developers really are ok with it as it decreases their chances of re releasing games in a remastered form. Microsoft could at least do something like "this is what we are going to do, these are the next 20 games to be optmized in tje next few mo ths".

No, only Dark Souls 1 is X1X enhanced. Meanwhile DS2 was already uncapped for 60 fps. DS3 is 30 fps.

Sekiro is X1X enhanced, 1800p and uncapped. It hits 60 fps on Series X but not locked.

The weird thing is Xbox One games being enhanced for Series consoles don't seem to be the same as BC titles getting simple patches to boost performance or resolution. For example MS has this list of games that are or are being enhanced for 9th gen hardware, https://www.xbox.com/en-US/games/optimized. However, some enhanced game like CoD:MW and Rocket League aren't on the list but added 120 fps support. State of Decay 2 not on the list either even though it seems to be patched for higher resolution and 60 fps.
