They know (or think ?) they won't outsell the PS5, so they're making the current statement. But if ever the tables turn, I'm pretty sure they will disclose actual numbers.

Heck, they spend the whole generation not giving any actual sales number nor profit for the Xbox division, that's says a lot.

Basically he is saying that preventively so people don't ask if they aren't saying the numbers because they are selling less than Sony.
