It is not. It's a very small chain of stores (I think 6 or 8 locations) all centralized in the Niigata prefecture, which isn't anywhere near as densely populated as Tokyo.

However there isn't any other brick and mortar store that provides actual units/points in its pre-order ranking table, so its data gets heavy use, particularly in this thread.

Just to add on this, the chain was quite a bit larger in the past and thus was a bit more representative to the general sales and tastes on Japanese people. As a result, the ratio between 1st day sales in the COMGet stores and nationwide keeps getting bigger. 5-6 years ago, a game had normally a ratio of 800-1000 (meaning one out of 800-1000 copies had been sold through COMGet), but nowadays a ratio of 1500-2000 is closer to reality.
