Releasing on on the PS platform is a maybe, but if it does it will most likely be on a 12 month timed exclusive basis so as to increase the attractiveness of Game Pass which has become the main priority for MS. Releasing to the competition at the same time would be counterintuitive in my opinion hence why MS bought Bethesda in the first place - to make the xbox/ game pass platform more attractive to gamers.
