Hell the PS2 only crossed the mark once (According to shipments from Sony) in 2003, it came close in 2002, 2004, and 2006 (all 18-19.9 million) and the DS only managed 13.85 in its first 14 months.

Well all those consoles didn't got 20M or more in the first year because they didn't had enough inventory, they could have.
