Well I dont think people expected KH3. The 1.5 and 2.5 collections are PS3 games.

You have to remember that SE would expect greater sales and profits from KH3 vs 1.5 and 2.5. So while the port may be a bit cheaper, the sales and profits would be expected to be less.

I can accept that (with a grain of salt) for Kingdom Hearts 3

1.5, 2.5 and 2.8 in no way suffers this issue  

Same as above, except 2.8 is same engine as KH3.
