PSUs are in this respect similar to CPUs: Those with a lower power rating in a series are generally just models who didn't reach the same in testing. PCGH or C'T (can't remember which one, was over 5 years ago) once tested a 450W be quiet! PSU and managed to pull over 800W from it.
However, the PSU won't do this for long - and more to the point, neither would the card, it's power connectors and/or it's cables if they pull more than their designed limit.
