You may have not ever seem, but there are some areas that snow almost every year, sure it isn't much... and you have to consider that many americans and perhaps in other countries as well kinda think of Brazil and South America as almost the same thing, so if you include Argentina or Chile them it would certainly give the impression that it snows all the time over here on winter.
