When most mobile games are free to play, with it's income being based entirely on microtransactions, what you are proposing is the same as having no cut.

And when you allow other stores to be open on the platform you have built from the ground up and pay a team of a hundred+ engineers to keep updating and improving, not to mention the marketing you have to do to promote said platform, with no cut or a small one(that dosen't really justify the investment), who is going to built said platform in the first place? It is just going to discorage people from making awesome platforms that run well.

Also, what some of us are forgetting here, is that these MT's are still using the store network, which doesn't run on hopes and dreams for free either, so I can absolutely understand why they also want a cut per MT made. Simply popping up on the store and getting a cut per download is practically limited, while the MT's are far more vast in number made. 

Also your second point basically points to what Epic has done with their Storefront, and we all know how well that turned out...lol (For real though, it's shit and so very bare bones and semi functional).
