That's part of get character yes. That doesn't mean it's her whole character, or that she's based on that concept. If the game was about her banging her way through Europe in search of a good dicking, you may have a point. But... it's not.

As for why it matters if they're the ones publishing it or not, that should be pretty self evident. If Nintendo was taken to task for allowing DOA XTreme on their console (which I have nothing against btw, if you want to play a game for animated tits rock on), they could easily explain how running a successful platform requires that they allow some content they don't personally approve of, in order to maintain relationships with other developers. Or, they could also simply say that some guy in the marketing department should have stepped in to stop the release, but Chuck in marketing did a shitty job. They could point out how they let things like Tem Tem, which is a Pokemon competitor/knock off that they presumably don't like, on their platform, because being a platform holder doesn't mean you can ban any content you don't like, and that Nintendo does not endorse every game available on the Switch, and that the game doesn't represent the company's values blah blah blah.

On the other hand, if they actually paid for that content to be created, and presumably are paying for it to be advertised and are actively trying to get people to buy it, it's pretty much impossible to say that they do not endorse that product. 

Ok, if you want to say its part of her character, then fair enough. Still doesnt make her any less sexualized though. A porn movie about a strong woman fighting men vs a porn movie about a woman just having sex with men for fun are both in the end just porn movies. Not sure what the plot has to do with anything.

Also there could be several reasons why Nintendo didnt censor it. Theres several games on the Switch with very sexualized men and women. It might be to keep a good relationship with developers, but then again it would mean they are not very worried about that kinda stuff. Nintendo has the final say in any game releasing on their platform. So in the end Nintendo would be the one blamed for it.
