Well, there's games like Mass Effect, GOW, GTA, or (I think) Witcher, where characters actually have sex. Then there's games like DOA Paradise where oggling digital women is the whole point. 

On the other hand, Bayonetta doesn't have sex with anyone. I don't think she actually wants to have sex with anyone in the games, except maybe Jeane, with who she's actually not that flirtacious. The sexuality in Bayonetta is that her clothes partially come off at points, she pole dances entirely dressed, and there are some suggestive poses. I'm not saying it's completely non-sexual, but it objectively less sexual than something like Mass effect where characters actually do have sex.

There's also the matter of the way a character is sexualized. If Bayonetta's sole purpose in the game was to show up and pose, that'd be one thing, but 90% of the time, she's kicking ass. 

Well you can say the same thing for Senran Kagura and DOA Xtreme. They dont have sex with anyone either and posing is not their only reason of being there. I dont think there are a more sexualized character than Bayonetta. Even to perform her big move requires her to reach climax ffs...
