I think HBM2 is still quite a bit more expensive than GDDR6 and it's advantages are not really brought to table with a low amount of memory.
As a result, I expect RDNA to come with GDDR6 and CDNA with HBM, as those could need the extra oomph from the memory much more than consumer cards and the extra cost doesn't change much to their price there.
