Maybe, yet all the 'red states' suddenly changed their reporting. It doesn't have to be manipulated on a national level, simply endorsed by the Trump administration or pressured to clean up the numbers. Make it look good, do less tests, whatever. HHS is not going to check, you're free to do as you please.
