I've always considered 'moderate' to be relative to a frame of reference. Depending on that reference frame, the definition changes. If it's relative to the political center, Centrists are moderates. If it's relative to political alignment, one would be Liberal or Conservative, but close to being a Centrist. If it's relative to one's Party, it depends on where that party falls on the political spectrum (a moderate Republican would still be Far Right or close to it). If it's relative to your particular political ideology, a moderate may only be a passive participant. A moderate Anarchist may have an extremist ideology, but would be relatively moderate if they only express it with wild hair and a punk rock playlist.
