I mean, thats moving the goalposts first of all. Discrimination can have a large impact even when not perpetrated by the government.

But even still, that just isn't true. Governmental discrimination is still very much a thing. 

Every US citizen have the same rights. Politicians, police chiefs, mayors, governors etc come in all different races. Not sure what more you want at this point.
