If you have New Leaf boot it up, change the time to winter, and see if you can swim in there. If so, I bet you can swim in winter in NH.

Edit: I'd go back to my own New Leaf Island, but the feels will overwhelm me. Haven't been there in 5 years now.

You can swim in winter time in New Leaf.  The only difference is that you shiver once you get out of the water (plus creatures caught in ocean different for seasons).
