They are being build with the limiting factor that they have to be scaled down to run on Series S, XB1 X, XB1 X, XB1, and low end PC hardware. The very fact they can't rely on an SSD already limits design choices.

I guess there better not be any Series X games that are technically superior to the top end PS5 games then. Would be a bad look if the console that's being held back by last gen ends up outflexing the console that's completely unshackled from any such burdens.

Where did he mention PS5? Cross generation games like Halo:Infinite will have to be optimised to run on all consoles to Xbox One (S). We've already seen a teaser trailer of it and its doesn't look that impressive for a gen 9 title for a cut-scene with 2 characters in it. They also have Lockheart as well to look out for so it wont just be last gen.
