Captain Marvel was genuinely awful though. 

Not the point. As the scores were coming even before the movie was officially relesead it's clear it was a hate campaign trying to bring the movie performance down

Captain Marvel box office performance in reality had the standard MCU movie run, with a slightly above average stability. It seems like whatever agenda fans were trying to spread it just wasn't resonating with real public, people who really paid for the movie and was giving it a nice word of mouth
