Except there is no indication that it was in development for the last 10 years. In 2013 Sony's Shuhei Yoshida said he had no knowledge of rather or not the game was still in development. In 2015 some artwork from the game leaked, with the former Rockstar art team dev who leaked it saying that his art team was taken off of Agent to work on GTA V in 2010. Take-Two kept renewing the Agent trademark for awhile, but then in 2018 they chose not to renew it, indicating that the project was finally dead.

Bully 2 seems more likely than Agent, since there was talk of it entering development at Rockstar Toronto in 2013, and we've head several Bully 2 leaks since then, though it is rumored that Rockstar Toronto was taken back off of Bully 2 to work on RDR2 at some point around 2014 or 2015 as I recall. So I definitely think it is the recently rumored RDR1 remake on the RDR2 engine, as it would be the easiest thing for them to do, workload wise, while selling very well (original RDR sold over 15m, while RDR2 sold over 31m, meaning than an RDR1 remake would almost certainly sell over 20m). 

I don't think Agent is in development. I just said that 200 people could make the game in 10 years. And Shuhei not knowing if the game was or wasn't doesn't mean anything, if he said he know the game isn't that would be a different thing.
