Like I said before, if your first go to move is to use excessive force, before trying anything else, in a situation that wasn't even serious or dangerous, then you should not be wearing the uniform.
It doesn't matter that they didn't mean to crack his skull. The point is, they're dumb enough to unnecessarily cause a life and death situation out of nothing. And in that situation, you don't get a second chance.

If a pilot accidentally crashed a plan because of a completely unnecessary maneuver, you wouldn't want to fly with him again.

This goes along with something I've said many times to people recently.  Some jobs require experts in their craft.  Some jobs cannot tolerate mistakes.

It stems from a comedy routine by Chris Rock who said, "Ya know, American Airlines can't be like, 'Most of our pilots like to land. We just got a few bad apples that like to crash into mountains.'"

That's always been my issue with the "bad apples" argument that also says "there are bad teachers, mechanics, Mickey D's fry cooks."

There is very little room for error in a profession whose members are issued deadly weapons by the government and are protected from prosecution or lawsuits by qualified immunity, and there is certainly no room for outright malice on a police force.
