You need to see the big picture.
Protests: A few thousand people participate in a large group. Of course not all people interact with each other, they generally stick to smaller groups within the protest. Protests are one off events, maybe a couple repeat protests but not daily, all day long.
Allowing more than 5 people to gather: Millions of people (the entire country) will take advantage of this, every day of the week, all day long.
The protests will have some infect on infections, yet much much less than people socializing at bars/restaurants etc. The biggest risk factor is travel to and from protests. More, smaller, local protests are better than huge events drawing in people from all over the country.
And then you have the US (which is already rising in cases again) where protests keep getting bigger and happen daily now. That will certainly have an effect, even though it may take several weeks to become clearly noticeable in the numbers.
Anyway for risks, the big factor is, what percentage of the population participate in the protests. Relaxing restrictions affects most of the population. Protests, a very small percentage.
