Well not sure why they are saying that since there is a difference between 2080 Desktop, 2080 Mobile and 2080 Max Q...

The clocks on the mobile variant is lower than the desktop counterpart...

Which is why it's still cannot match PS5 GPU that equal to RTX 2080 Desktop. On top of that The specific UE 5  demo for  PS5 need to use a faster IO. PC can run it,  it just  need more powerful (faster) IO than PS5 one has (to overcome  latency problem, pipeline , optimization problem) on top of equally or faster GPU. 

In the future PC will have one , but in meantime no Laptop SSD has speed faster than PS5 IO.
