More like now wanting to face reality an taking the wrong route to tackle the virus are more realistic reasons. Also the fact that both valued the economy higher than the deaths that the virus could incur, something that's backfiring hard as it does not, and will not solve the problem at all and just leads to prolonged lockdowns.

Disbelief could have played a part as well. That plays a big part in the Chernobyl documentary in the early stages of the disaster, simply not willing to belief the worst happened because they firmly believed it could not have happened. And those who knew how bad it could be didn't want to cause panic. That also played a role with covid19, the fear of causing panic (and crashing the markets). Treat the general population as ignorant and dangerous and they become ignorant and dangerous. Ignorance is bliss...

The media is also partly responsible for crying wolf over every little thing, blowing everything out of proportion, sensationalizing and constantly bombarding people with bad news. That breeds complacency and makes for a sluggish response for when something really bad does happen. Not to say that all the local bad things aren't terrible, it's that people are complacent that it won't happen to them, it's always somewhere far away. Like at the start, 99% of the population wasn't worried at all about Wuhan or the Diamond Princess, only when Europe started burning did it become a pressing matter.

Leaders are just humans with more ambition and responsibilities. One of the problems is this whole second term thing. Of course it's good to have a carrot for doing well the first term, but it distracts from what they should be focused on, the present. Trump was busy campaigning instead of looking into the evolving pandemic. The priorities are wrong, 1. Get re-elected, 2. Keep my money safe, 3. Keep the people safe.
