Disecting bats is not prohibited, security lvl doesn't have to be high for that either and the chance of a spillover in that environment is vanishingly low, especially one that results in a human to human transmissible disease. The way these come about is by people being exposed to animal viruses millions and millions of times - so (usually) not in a lab where you might disect a few hundred specimen.
China deserves blame for how they clamped down on people trying to warn of this new disease and reacting late to the outbreak (but atleast they were decisive when they did) resulting in containment failing, but this "accidental spillover in a lab" scenario changes precisely nothing!
Apropos "lax safety protocols" - just yesterday the CDC was in the news for their Atlanta lab ignoring the CDCs own safety protocols and producing very early covid-19 test kits in the same facility that analysed/produced synthetic SARS-CoV-2 samples, which led to contamination of equipment and ending in this critically delaying production of more test kits, as the first ones failed. link
And that is a max security lab, which (for example) houses one of only Smallpox samples in the world and ofc other super deadly germs!
